The National Center on Educational Outcomes (NCEO) focuses on the inclusion of students with disabilities, English learners, and English learners with disabilities in instruction and assessments. The scope of NCEO’s work includes issues related to the accessibility of assessments across the comprehensive assessment system including formative assessment practices, classroom-based assessments, diagnostic assessments, interim assessments, and summative assessments.

English Learners with Disabilities Toolkit
The National Center on Educational Outcomes (NCEO) focuses on the inclusion of students with disabilities, English Learners (ELs), and ELs with disabilities in instruction and assessments. Their English Learners with Disabilities Toolkit is designed to provide states and individualized education program (IEP) teams with eight tools they can use to better understand their students who are ELs with disabilities, determine in which state assessment (general or alternate) the students should participate, and discover whether accessibility features or accommodations are needed for their participation in any assessment.

Empowering Families Toolkit
This Empowering Families Toolkit was developed by National Center on Educational Outcomes (NCEO) to provide accessible materials for parents about topics related to assessment-related State Systemic Improvement Plans (SSIP) and State-Identified Measurable Results that states commit to reaching. These materials are designed to help support their participation in stakeholder meetings. The toolkit includes short video clips and printed flyers. The materials are designed for dissemination through social media, state websites, and at meetings.
